As a general rule, no more than about a quarter of the live canopy in one go, and less on a mature or stressed tree. Take more and you strip the tree's capacity to feed itself, which triggers exactly the weak, dense regrowth you were trying to avoid.
If the reduction you want is more than the tree can safely give, that's a genuine signal the tree may be in the wrong place — worth discussing honestly rather than cutting anyway.
Reduction shortens the outline: less height, less spread, less leverage in wind. Thinning removes selected internal branches to let wind and light through without changing the shape.
Too much light in the yard is a thinning problem. A tree that has simply got too big for the block is a reduction problem. They're often quoted together and they aren't the same work.
